Former Texas solicitor general Gregory Coleman of Yetter, Warden & Coleman argues the case for the appellant in Northwest Austin Municipal Utility District Number One v. Holder before Professors Neil Siegel, Christopher Schroeder, Guy-Uriel Charles, Ernie Young, and Stuart Benjamin. This case, which will be argued before the Supreme Court on April 29, 2009, is a challenge to the constitutionality of Section 5 of the Voting Rights Act, which requires prior review before changes in voting laws can be enacted in certain states. After the law was extended by Congress and signed by President George W. Bush in 2006, a small municipal utility district in Texas filed suit to be exempted from the requirement, arguing that the preclearance rules were outdated.
