In 2006, the Supreme Court blocked President Bush's plan to use military commissions to try detainees being held at Guantanamo Bay. Congress responded by giving the President new statutory authority to use military commissions by enacting the Military Commissions Act of 2006. Panelists discuss legal issues raised by the statute.
