CICL Public Lecture and Book Signing: Kal Raustiala, Professor at UCLA Law School and author of "Does the Constitution Follow the Flag? The Evolution of Territoriality in American Law" will present a lecture titled, "Is Bagram the New Guantanamo? Obama, Bush, and the Extraterritorial Constitution."
