Professor Neomi Rao from George Mason University and Duke Law's Own Professor Scott Silliman will discuss our recent military intervention in Libya. Talk will address: How the President has handled this, how he compares to Bush and Clinton, what role Congress should play as well as Harold Koh's interpretation of "hostilities" in the War Powers Act and the President's adaption of this interpretation are on the table.
