Clark Neily, Vice President for Criminal Justice at the Cato Institute, and Professor Brandon L. Garrett, L. Neil Williams, Jr. Professor of Law and Director of the Wilson Center for Science and Justice, will discuss plea bargains and the role they play in the modern criminal justice system.
