Gina-Gail S. Fletcher is a Professor of Law at Duke University School of Law and Associate Dean for Intellectual Life. She is nationally recognized for her research on complex financial instruments, financial regulation, and market manipulation. Her research explores how law can foster financial innovation while protecting investors, preserving market integrity, and promoting broader economic stability. Her recent scholarship explores these questions as they relate to meme stocks, prediction markets, artificial intelligence, and decentralized finance.
Fletcher’s publications and forthcoming work appear in leading law journals, including Columbia Law Review, New York University Law Review, and California Law Review, among others. She is also a co-author of Securities Litigation, Enforcement, & Compliance, forthcoming in its sixth edition. She is a member of the European Corporate Governance Institute, the American Law Institute, and the American Bar Foundation. She teaches courses on Business Associations; Derivatives; Financial Regulation; and Law and Political Economy. She also holds a courtesy appointment in Finance at Fuqua School of Business.
Fletcher has testified before the United States Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Financial Services on financial market structure, investor protection, and retail investor access to private markets. She currently serves on FINRA’s National Adjudicatory Council. She previously served on the Securities and Exchange Commission’s Investor Advisory Committee, the Commodity Futures Trading Commission’s Market Risk Advisory Committee, and FINRA’s Investor Issues Committee.
Before joining Duke, Fletcher was an Associate Professor at Indiana University Maurer School of Law and a Visiting Assistant Professor at Cornell Law School. Earlier in her career, she practiced at Gibson, Dunn & Crutcher in Washington, D.C. She received her B.A., magna cum laude, from Mount Holyoke College and her J.D., cum laude, from Cornell Law School.
