John Hill
Lecturing Fellow

John Hill is senior litigation counsel at Citizens for Responsibility and Ethics in Washington (CREW), where he focuses on pro-democracy litigation. Before joining CREW, John represented state and local elected officials, providing voting rights and election-related counsel, first at Hangley Aronchick Segal Pudlin & Schiller in Philadelphia and later at the bipartisan non-profit organization States United Democracy Center.

At Hangley, John was involved in litigating every major election-related case in Pennsylvania between 2020 and 2023, including challenges to Commonwealth's election laws, the administration of the 2020 election, and the Commonwealth's redistricting process. His clients' pre- and post-election victories were often won on an expedited basis in cases spanning each of Pennsylvania’s federal courts as well as the Pennsylvania Commonwealth Court, the Pennsylvania Supreme Court, and the United States Supreme Court.

At States United, John counseled state and local officials who manage, administer, and oversee state and federal elections, focusing on protecting voting rights. John's representative engagements included serving as outside counsel to Wisconsin Governor Tony Evers in Wisconsin Supreme Court redistricting litigation, ultimately culminating in the legislative enactment of Governor Evers’ redistricting plan; and providing the City of Green Bay with consultation and support on 2024 election matters.

John also served as a law clerk to Judge Gene E.K. Pratter on the U.S. District Court for the Eastern District of Pennsylvania and worked as a litigation associate at O'Melveny & Myers.
