Prior to joining the bench in 2016, Judge Garcia served as an Assistant U.S. Attorney and later as the U.S. Attorney for the Southern District of New York; Assistant Secretary of Commerce in the Bureau of Industry and Security; Acting Commissioner of the Immigration and Naturalization Service at the U.S. Dept. of Justice; Assistant Secretary for Immigration and Customs Enforcement at the Department of Homeland Security; vice president of the Americas for INTERPOL; and as Chair of the Investigatory Chamber of the Ethics Committee of FIFA.
