Following the Bataclan massacre in November 2015, France declared a state of emergency which has been extended three times and remains in place. Ramzi Kassem, Associate Professor of Law and Director of the Immigrant and Non-Citizen Rights Clinic, City University of New York, traveled to France last year at the request of French and international rights groups on a fact-finding mission to investigate the impact and efficacy of such indefinite security measures on combating terrorism and ensuring an open, democratic society.
